Among other things, council:
• Authorized the borough engineer to advertise for bids on the Gosser Street Sanitary Sewer Replacement Project. This project is partially funded by a grant from Westmoreland County and is being done in partnership with the Municipal Authority of Allegheny Township. • Discussed sewer line replacement lining project on Sycamore Lane and the portion of Ninth Street from Hickory Lane towards Main Street. This project is being funded using Community Development Block Grant Money awarded through Westmoreland County. • Discussed permits for several projects in town. • Discussed the borough’s future police options, including the possibility of contracting for services. • Discussed the tax refund issued to ATI because of its tax assessment appeal. • Discussed sewer user fee payment and enforcement. • Discussed the Shamrock Shuffle, to be hosted by Semper Gratus on 3/22/25 using borough streets. West Leechburg Borough Council has once again set its meetings for the second Wednesday of every month at 7PM. See the list below for specific dates.
Among other things, council:
• Set the dates for council’s 2025 meetings. Meetings will continue to be held on the second Wednesday of each month. • Passed the borough’s 2025 budget with no increase in the real estate tax rate or sewer user fee. • Passed ordinance 236 repealing the borough’s occupation privilege tax and enacting the local services tax. (Both taxes were charged to people who work in the borough and this just changed the rate from $10/year to $52/year and updated some language). • Passed ordinance 237 regulating short term rentals in the borough. (This would apply to things like AirBnBs, VRBOS, or similar types of rentals.) • Approved the lowest responsible bid for the Sycamore and 9th Street Sewer project being funding with Community Development Block Grant funds distributed by Westmoreland County. • Discussed ongoing design work for the Gosser Street Sewer project. • Discussed receiving a waiver from DEP for MS4 requirements. • Discussed ongoing work by the Emergency Management Coordinator and the public Safety Committee of council to update the borough’s plans and participate in county emergency planning. • Reappointed Len Kotvas as the borough’s representative on the Kiski Valley Water Pollution Control Authority Board. • Discussed billing the Municipal Authority of Allegheny Township for their customers tapped in to borough sewer lines. • Discussed ongoing grant applications. Among other things, council:
• Voted to advertise the borough’s preliminary budget with no real estate tax increase or sewer user fee increase. • Voted to advertise a short term rental ordinance. (this would regulate short term rentals like those on AirBnB, VRBO, or similar types of listings). • Voted to advertise an ordinance repealing the borough’s current occupation privilege tax and implementing a local services tax. (Both of these are taxes on people who work in the borough, whether they live here or not. Essentially, this changes the amount someone working in the borough is charged from $10/year to $52/year. Most municipalities made this change years ago.) • Opened bids for a sanitary sewer project on Sycamore and 9th Streets. This project is to be funded by CDBG grant funding. • Discussed paving the borough parking lot with leftover grant funding from the basketball court project. State approval was granted for this. • Discussed ongoing grant applications for equipment. • Discussed possible methods/options to collect sewer user fee payments from those who have not paid. • Discussed ongoing work to the borough’s emergency management plan.
