Solicitation within the borough
Any solicitation done within the borough requires a solicitation permit. The permit must be obtained from the borough mayor or the police chief in his absence.

Chapter 225, Article VI of the borough code requires a certification of sanitary sewer status prior to the sale of real estate within West Leechburg Borough. This certification is required before the issuance of municipal lien letters or property tax verification. The full section of the borough code can be found here.

Regulations on Burning In Borough
The Borough has a few simple rules in regard to outdoor burning:
- There is no burning allowed between dusk and dawn. All fires must be completely extinguished by sunset, no smoke or smoldering.
- There is no burning on Sundays and Mondays. Cooking fires are an exception. A cooking fire is defined as a fire for picnics, cookouts, and barbecues.
- You may burn in a non-combustible container with a screen on the top without a permit.
- If you need to burn on a large scale (pile of wood, clippings, leaves and material that will not fit into a burn barrel), you must obtain a permit. Permits may be obtained by calling the Fire Chief Chris Swank at 724-980-4761. There is no fee for a permit and generally only a phone call is needed.
- Tires are not to be burned.
- Only items allowed to be burned are wood or wood based products in a non-combustible container.
- Please think about the smoke you are creating and try to avoid annoying another homeowner or resident.

Under Act 45 of the Pennsylvania Uniform Construction Code, Statute 403.26 states
"A swimming pool, hot tub and spa which Is accessory to a one- or- two family dwelling shall comply with all of the following, Chapter 42 of the International Residential Code, Appendix G of the International Residential Code, Section 2406.4 Paragraph 9 of the International Building Code and Section 3109.4 of the International Building Code."
All swimming pools that are 24" (i.e., inches deep) or greater must meet these codes and the owner needs to obtain zoning, building, and electrical permits. Requirements Include: pools that are 4 ft tall or greater must have a locking ladder; pools that are between 24" and 48" must have a 4 ft barrier surrounding the pool with a self- closing gate that locks from the inside. No pump ,heater, or powered cover can be powered from an extension cord; Pool pumps, heaters, and powered covers must be directly plugged into a GFI plug with a cover and pools must be properly grounded.
