Beginning November 6, 2023 PennDOT will be closing West Leechburg Hill Road in order to replace a culvert carrying a stream under the road. This project is being carried out by PennDOT without any involvement from West Leechburg Borough as it is a state road.

If there are any issues with the closure or with winter maintenance along the detour route, please report them to PennDOT here.

County representatives will be walking/driving throughout West Leechburg this week beginning on Monday to collect data for a blight inventory. County representatives will be wearing yellow vests with ID badges and driving either a white car marked with the county seal or a dark blue SUV. They will be working from public roads and rights-of-way and may take pictures of some properties to be used for the inventory. The work in town is expected to take 1 to 2 days.

This project is part of a partnership between West Leechburg Borough, the Westmoreland County Department of Planning and Development, the Westmoreland Redevelopment Authority & Land Bank, the Local Government Academy, East Vandergrift Borough, Vandergrift Borough, Allegheny Township, the City of New Kensington, and the City of Arnold. The aim is to conduct a regional blight inventory and create a mitigation plan

West Leechburg Borough is seeking one volunteer to serve on the Zoning Hearing Board and one volunteer to serve on the Recreation Board. Anyone interested in one of these positions may send a letter to the borough office stating your interest in the position. Please be sure to include the specific board you are interested in serving on, a reason for your interest, and any qualifications you think may be relevant. Letters are due by December 5, 2023. These positions will be appointed by council at its January 2, 2024 reorganization meeting.

• Zoning Hearing Board- This board hears from residents who are applying for zoning variances. This board meets only as needed based on resident applications for variances.

• Recreation Board- This board works with council’s Parks and Recreation Committee to provide recreational opportunities in the borough.

Among other things, council:

• Approved a grant agreement with Westmoreland County. The grant will pay for 75% of a sewer replacement project on a portion of Gosser Street.
• Discussed submission of a Community Development Block Grant application to Westmoreland County for possible sewer work on Ninth Street.
• Discussed a stormwater management plan for a new house.
• Discussed a grant application that was submitted in December, 2022 and has yet to be approved/denied by the state.
• Approved Resolution 7 authorizing a grant application for new street equipment.
• Discussed requirements for council’s reorganization meeting on January 2, 2024.
• Discussed the blight study Westmoreland County will be carrying out in multiple local municipalities.
