West Leechburg Borough is seeking a part-time laborer to assist the public works crew during the summer. Duties will include mowing and trimming grass and assisting full time employees with construction and maintenance projects throughout the borough.
Applicants must be at least 16 years old. Perfect job for a high schooler or college student in need of a job in the summer. All applications are due to the borough secretary by April 7, 2025. • Discussed sewer billing and sewer billing delinquencies. At this point the borough and KVWPCA have mutually agreed to part ways. KVWPCA will likely continue billing for at least 1-2 more billing cycles as the borough looks for a different billing contractor. All bills sent by KVWPCA are valid and all balances due on delinquent accounts should still be sent to KVWPCA at this time. The borough intends to look for a contractor capable of handling billing and payments both by mail and electronic means. We will provide updates throughout the process. Again, at this time, all bills sent by KVWPCA are still valid and all balances due should still be sent to KVWPCA. • Authorized advertising an ordinance to allow the Westmoreland SWAT team to act in the borough. The SWAT team is composed of departments from across the county, including Allegheny Township. This ordinance will allow the SWAT team to act within the borough if needed. This is yet another benefit of contracting police coverage with Allegheny Township. • Authorized the advertising of an ordinance officially disbanding the West Leechburg Borough Police Department. At this point, the department is functionally disbanded, but this ordinance will repeal the ordinance that established the department. • Authorized HRG to apply for a sewer lining/replacement grant in the area of Bosin, James, and Eighth Streets. • Discussed the hiring process for a new, full-time public works equipment operator/laborer. More details on this to follow soon in a follow up post. • Discussed progress on sewer projects on Ninth Street/Sycamore Street and on Gosser Street. • Discussed paving the parking lot at the park/borough building using leftover funds from the grant that was used to pave the basketball court last summer. The quarterly bills for the sewer user fee were recently mailed out by KVWPCA. As a reminder, this $40/quarter fee is separate from your regular sewer bill and must be paid by check/money order.
KVWPCA is doing the billing for the borough because they already had all of the necessary customer information, saving the borough money and keeping the fee lower. At this time, KVWPCA is only able to process payments for the borough's sewer user fee by check or money order. Payments made online or over the phone, will be credited to your regular KVWPCA bill, not the borough's sewer user fee. The borough and KVWPCA are working on alternate methods of payment, but at this time those are not available and the fee must be paid with a check or money order. This fee is to be used only for maintenance, construction, engineering, grant matches, and related activities to maintain the borough's aging sanitary sewer system. The West Leechburg Borough Police Department’s final day on duty will be Friday, February 28, 2025.
Beginning Saturday, March 1, 2025 the Allegheny Township Police Department will begin serving the borough. This will include regular patrols of town as well as responses to emergency calls in the borough. As always, please call 911 for emergencies or immediate attention. The non-emergency number for the township police department is 724-845-9410. Again, CALL 911 for ANY immediate needs. Among other things, council:
• Approved a contract with Allegheny Township for police services. The contract will see Allegheny Township provide 24/7 police services to West Leechburg Borough in place of the borough’s current part-time police department. This agreement will NOT affect the borough’s current tax rate. An effective date for the transition will be posted in the near future along with additional information on the change. Council understands this is a massive change, but believes it will best serve borough residents. • Approved the lowest responsible bidder for the Gosser Street Sewer Replacement project. This project is being carried out with a combination of funds from the borough, a county grant, and the Municipal Authority of Allegheny Township. • Heard a report on excavation permits issued to Peoples Natural Gas for gas line work in the West Street area of town. We do not have a planned construction date yet. • Accepted the resignation of a public works employee. • Discussed updates on the Blight Study/Plan being worked on by Westmoreland County’s planning department. • Discussed the Shamrock Shuffle event to be held on 3/22/25. See other recent borough posts for information on this event. • Discussed the borough’s upcoming 100th anniversary in 2028. Semper Gratus will once again be hosting its 5k and Fun Walk in the borough on 3/22/25. • Authorized the borough engineer to advertise for bids on the Gosser Street Sanitary Sewer Replacement Project. This project is partially funded by a grant from Westmoreland County and is being done in partnership with the Municipal Authority of Allegheny Township. • Discussed sewer line replacement lining project on Sycamore Lane and the portion of Ninth Street from Hickory Lane towards Main Street. This project is being funded using Community Development Block Grant Money awarded through Westmoreland County. • Discussed permits for several projects in town. • Discussed the borough’s future police options, including the possibility of contracting for services. • Discussed the tax refund issued to ATI because of its tax assessment appeal. • Discussed sewer user fee payment and enforcement. • Discussed the Shamrock Shuffle, to be hosted by Semper Gratus on 3/22/25 using borough streets. |
