Council Highlights 9/11/24

Among other things, council:

• Began the meeting with a moment of silence in remembrance of all the lives lost and others affected by the 9/11 attacks.
• Discussed that Trick-or-Treat will be on 10/31/24 from 6pm-8pm.
• Discussed progress on this year’s CDBG grant project. This project will see a section of sewer line on Sycamore Street and Ninth Street repaired.
• Discussed completion of the Basketball Court reconstruction project.
• Discussed work on the Gosser Street Sewer line project. The borough engineer has begun surveying the area.
• Discussed next year’s application for CDBG funding from Westmoreland County. The borough is applying for money to repave the track at the park. As with all grants, this is just an application, no project or funding is guaranteed.
• Continued the ongoing discussion on the status and future of the borough police department. At this time many options are on the table.
• Discussed correspondence received by the borough related to the school tax situation.
• Approved resolutions 8, 9, 10 authorizing the borough to apply for Local Share Account Category 4 and Statewide grants. The borough will apply for grants for public works equipment and HVAC replacement at the borough building. As with all grants, this is just an application, no project or funding is guaranteed.
• Discussed memorial markers for trees that have been purchased in honor of various borough officials and placed in the park.
• Discussed ongoing efforts by the AKIGC-Westmoreland County Blight Task Force.
• Approved Resolution 12, authorizing the borough to participate in the Broadband Ready Communities Program.

Council Highlights 8/14/24

Among other things, council:

• Authorized sending a letter to government officials regarding the school tax situation.
• Approved an agreement with the Municipal Authority of Allegheny Township. This agreement covers cooperation between the borough and authority regarding reconstruction of part of a sanitary sewer line on Gosser Street and also covers billing related items.
• Authorized the borough engineer to begin design work for the sanitary sewer project on Gosser Street.
• Approved a new collective bargaining agreement with the Teamsters regarding borough public works employees.
• Discussed plans for the basketball court reconstruction, being paid from grant funding. Please see separate announcement regarding the basketball court closure for additional details.
• Discussed plans for sanitary sewer lining on Sycamore Street and part of Ninth Street. This project is being funded with CDBG funding funneled through Westmoreland County and we are currently waiting for authorization from the county to begin the project.
• Discussed completion of the borough’s annual paving project. The contractor is to come back to address an issue on North Ave. Otherwise, the project is complete.
• Discussed purchase of markers for trees that have been planted as memorials at West Leechburg Memorial Park.
• Discussed West Leechburg Borough’s upcoming (in 2028) 100th anniversary.
• Approved the year 4 Alle-Kiski Intergovernmental Council Agreement.
• Discussed future grant applications.

Borough Park Users: Please be advised, construction on the basketball court will begin 8/26/24, weather permitting. Work will involve the repaving and repainting of the basketball court. During construction the basketball court will be closed. Work is expected to last 1-2 weeks if weather allows.

During this process work will be centered on the basketball court, but construction equipment will be crossing the walking track and operating in the park. Additionally, a steel plate may be laid across the track to allow for heavy equipment to cross without causing damage. Please be aware of your surroundings if you use the park during this period.

The work is being funded by a Local Share Account Grant obtained from the state Department of Community and Economic Development with the help of Senator Joe Pittman and PA State Rep. Abby Major.

Among other things, council:

• Discussed the upcoming street paving project, currently scheduled for the week of 7/15/24. (Please see our previous posts for a map/more information.)
• Approved bids for the grant-funded repaving/repainting of the basketball court at the park.
• Discussed preparatory work for upcoming, grant-funded work on sanitary sewer lines on 9th Street. (More info on this project will be posted closer to its start date, which at this time is undetermined)
• Discussed increase in fire hydrant rental costs charged by MAWC.
• Discussed ongoing permitting/zoning issues.

Council Highlights 6/12/24

Among other things, council:

• Approved advertising repaving/repainting work on the basketball court for bid. (This project is being funded by state grant money).
• Awarded the garbage contract for the remainder of 2024 and all of 2025 and 2026 to Bankosh Sanitation.
• Discussed progress by public works on pre-paving construction.
• Discussed the upcoming road paving project.
• Discussed the progress of the blight study being done by Westmoreland County.
• Discussed upcoming sewer lining/repair project on Sycamore Street and part of 9th Street. (This project to be funded by federal CDBG money distributed by Westmoreland County).
• Discussed upcoming grant opportunities/potential applications.
• Discussed HVAC issues at the borough building.
