Council Highlights 7/8/26

Among other things, council:
  • Awarded bids for the paving of parts of Bell Ave, Schall Lane, and Rowe Lane.
  • Heard an update from the secretary on our new sewer user fee billing company. Expect more detailed updates in the near future.
  • Discussed working with KVWPCA to fix an ongoing issue with a specific manhole.
  • Was informed the borough passed its 2026 financial audit with no issues.
  • Approved Resolution 3 of 2026 authorizing the borough’s engineer to apply for a grant.
  • Discussed additional grant applications the borough will be making in the future.
  • Discussed the possible purchase of new public works equipment.

Council Highlights 6/10/26

Among other things, council:
  • Heard from Dr. David Keibler, superintendent, and Mr. Jacob Chapla, business manager, from Leechburg Area School District. They were at the meeting to discuss the new method the school district is planning to use to calculate real estate taxes in the district. This new method will see a more equal distribution of the tax burden across the district, resulting in lower taxes across the district. (This new calculation is subject to final budget approval by the school board at its meeting next week). Council thanked Dr. Keibler and Mr. Chapla for their work and expressed thanks to the school board for their consideration of this issue.
  • Discussed progress being made by the secretary to transition sewer user fee billing to a new provider. Expect more information on this in the near future.
  • Hired part-time summer workers for public works.
  • Discussed ongoing plans for grant applications, public works projects, and equipment needs.

Data Center Ordinance For Consideration

Council will consider an ordinance at its 5/13/26 meeting amending the borough's zoning ordinance to include data centers. Council will first hold a hearing on the proposed ordinance at 6:30pm 5/13/26. For the full legal advertisement and proposed ordinance click here.

Council Highlights 4/8/26

Among other things, council:

  • Approved a contract with PA Municipal Services (PAMS) to begin collecting the borough’s quarterly sewer user fee. The goal is for PAMS to take over in the third quarter of the year (August bill) but that is dependent on data being transferred and accounts set up. Expect at least one more bill from KVWPCA for the second quarter. We will post more information on this in the near future,s o be on the lookout for those posts.
  • Approved Ordinance 342 allowing PA Municipal Services to serve as the collection agent for the borough’s sewer user fee.
  • Discussed passing a data center ordinance that would regulate the location and other items related to placing a data center in the borough. The borough has no news of a data center being put in town, we are being proactive in case one comes along. Currently, without an ordinance, we have no regulatory power over data center placement. NO, legally, we cannot ban data centers from the entire borough.
  • Authorized HRG to advertise for bids for the 2026 paving project. 
  • Discussed hiring part time summer help for the public works crew. If you know anyone interested (the position is great for high school or college kids in the summer) please contact the secretary at [email protected] or 724-845-7359.

March 2026 Council Highlights

Among other things, council:
  • Was informed of the arrival of the Easter Bunny at the borough park on 4/4/26 from 12-1 and will then ride around town on a firetruck from 1-2.
  • Discussed options for changing sewer billing providers. (This hasn’t been finalized, but expect more news/announcements in the next couple months).
  • Authorized advertising an ordinance regarding sewer user fee collection. This ordinance will allow the new sewer billing provider to provide collection services to the borough.
  • Discussed planning process for 2026 paving projects.
  • Authorized advertising an ordinance to amend the borough’s zoning ordinance. This amendment will limit data center construction to areas zoned industrial and will further regulate data center construction in those areas. Without this ordinance, a data center could currently be built in any area of town. By state law data center construction can’t be completely banned.
  • Discussed signing of a new borough auditor.
  • Discussed changed to the Alle-Kiski Intergovernmental Council’s membership and its future plans.
