Council Highlights 10/8/25

Among other things, council:

• Confirmed that Trick-or-Treat will take place on Friday, October 31, 2025 from 6pm-8pm.
• Passed ordinance 340 establishing a fire tax of 3 mils beginning in 2026. This tax will be solely dedicated to the needs of the West Leechburg Volunteer Fire Department and is intended to help them with the ever-increasing cost of equipment. The borough is legally obligated to ensure that fire protection is provided in the borough and this tax provides a basis for that. The tax cannot be raised above 3 mils.
• Discussed how to handle habitual ordinance violations by the same property owners.
• Approved multiple stormwater management plans.
• Discussed damage being caused to the curbs on Hemlock Street.
• Discussed the borough’s current zoning ordinance as it applies to industrial areas and data centers. The solicitor will research this.
• Discussed the submission of Local Share Account Grants for multiple projects.
• Passed Resolution 7 of 2025 approving the Westmoreland County Blight Plan for the Alle-Kiski area.
